Rio Rancho exempts employee benefits from bidding rules
Rio Rancho's Governing Body approved an exemption for employee insurance and benefits from standard competitive bidding, citing health data sensitivity and enrollment timelines.
Rio Rancho employees will see no gaps in their health coverage this summer after the city’s Governing Body approved a change to its procurement code Thursday that gives administrators more flexibility to secure insurance, benefits and retirement programs outside the standard bidding process.
Financial Services Director Stephanie Yara told the Governing Body the exemption is necessary because benefits procurement requires an outside consultant to collect and analyze sensitive employee health data — and then scrub it of personal identifiers — before specifications for individual contracts can even be developed. Pricing and coverage details must be locked in by May so employees can enroll by July, she said, leaving little room for the city’s standard procurement timelines.
Human Resources Director Loyola Martinez echoed the rationale, noting that insurance markets shift rapidly based on underwriting conditions and carrier risk profiles — conditions that differ fundamentally from construction or other city contracts with clearly defined scopes. Both directors emphasized that the exemption does not eliminate oversight or accountability requirements for how public funds are spent. The state of New Mexico and the cities of Albuquerque and Las Cruces, along with Bernalillo County, have similar exemptions, Yara noted.
The ordinance passed unanimously on both its April 9 first reading and Thursday’s final vote, with no discussion from council members.
